WhatsApp Business API: who it's for
The API is built for businesses that need multiple team members responding from a shared number, need to send notifications or alerts triggered by a system event (an order shipping, an OTP being generated, an appointment reminder), or need a chatbot handling first-line queries. Access requires going through a Meta-verified Business Solution Provider (BSP), completing Meta's business verification, and getting your WhatsApp templates approved before they can be sent.
